Annual Report January 2017

The 55th Diocesan Assembly of the Diocese of the Midwest was held on October 11th, 2016 at Archangel Michael Church in Lansing, Illinois. The meeting began after Divine Liturgy followed by breakfast at about 9:50a.m. In attendance were 44 clergy, 38 lay delegates and 1 hierarch.

Call to order, Credentials Report, Election of President, Election of Secretariat, Appointment of Nominating Committee, Appointment of Resolutions Committee and Appointment of Tellers was followed by the Address of His Grace, Bishop Paul.

Bishop Paul named his address, “Sowing Seeds.” He spoke about future employee replacement, the accuracy of Stewardship, and that missions are where growth is. He is looking to the future for growth in the OCA. Fr. Paul has posted a link to the Bishop’s Address in his latest e-bulletin to the parish, you should take a look.

The Chancelor’s Report covered Christ the Savior Maintenance, Diocesan Stewardship Committee, Next Year’s Accounting, By-Laws, Activities of the Diocese, Parishes in Arrears and Understanding Parish Council Meetings.

The Deanery Reports of Chicago, Cleveland, Indianapolis, Kansas City, Michigan and Minneapolis were presented. The Bishop asked for anyone who knows of anyone interested in covering the parish in Minot, SD to please contact him.

Holy Virgin Monastery Report presentation.

Missions Director Report (Joe Kormos absent).

Catechetical and Diaconal Vocations Director Report presentation.

Metropolitan Council Representatives’ Report presentation.

Treasurer’s Report and Auditors’ Report presentation. 2017 Budget presented.

Minutes of the prior meeting were passed/approved.

Revised Uniform Parish Bylaws presentation/approval. Recommended that each parish review and compare their Bylaws. Term limits were recommended to encourage turnover in Parish Councils. It was suggested that Old Business be referred to as Unfinished Business. These changes were passed/approved.

Nominating Committee Report followed by Elections.

Presentation of “Implementing a Youth Screening Program in Your Parish” presented and discussed. Darkness to Light training discussed. Fr. Paul asked me to be the Parish Compliance Officer to make sure our By-Laws are updated, and that our Youth Screening Forms are submitted to OCA Diocesan Headquarters.

Stewardship Committee Presentation Phase III Stewardship Committee is that we will go from a Head Tax to a Flat Percentage which will be phased in over the next few years to make it fair to all parishes.

Unfinished Business and New Business were discussed.

Resolutions Committee Report and Discussion.

Election Results were reported. Fr. Finley was elected to the Diocesan Council, Frs. Garlick and Herzak were elected as lay members, Robert Graban was elected as a lay member to the Metropolitan Council and Frank Tkacz was elected to the Audit Committee.

Installation of the new officers was followed by Adjournment. The meeting concluded at about 3:55 pm.
